The thing is, prior to Legion, there was no different forms for Druids. Just a half-dozen colour options to pick from (which was directly linked to your humanoid form's skin/fur colour) This was Blizzard saying Yeah, here is some transmog for the shapeshifters for an expansion. Does it suck you can't get the two from the Mage Tower? Yes The skins are tied to the look of the dagger which means you can tmog all the daggers which in turn will give you the appropriate skin for example the Purple tinted dagger will give you the Mage tower look BUT and this is the part you wont like it looks like if you earn a stave or polear
